Turn the notice into a response map first
One of the best RFE response tips is to stop reading the notice as a wall of text and break it into discrete issues. Highlight each factual concern, legal standard, and example of acceptable evidence. Then create a response map showing what already exists in the file, what still has to be requested, and what needs explanation in the cover letter. This keeps the team focused on the adjudication problem instead of gathering documents that look impressive but do not actually resolve the officer's doubts.
Write for clarity, not for volume
A long response is not automatically a strong one. The cover letter should mirror the structure of the RFE, explain the governing point under each heading, and identify the supporting exhibits with specificity. Every key statement should be traceable to a document in the packet. If an exhibit needs interpretation, add a short explanation that tells the officer what it proves and why it matters. Clear labeling, consistent facts, and a disciplined exhibit index do more to improve adjudicability than generic legal filler copied from another case.
Use final review as a strategic step
The last stage should not be limited to checking whether all the PDFs are attached. Review whether the packet answers the exact notice, whether dates and titles match across every exhibit, and whether any claim in the letter overstates what the evidence can support. Remove weak documents that add bulk without solving a problem. If attorney review is available, this is often where it adds the most value. A calm, evidence-driven final pass can prevent avoidable inconsistencies from undermining an otherwise strong RFE response.
